It is near the driver side tire

car is a 1995 Toyota camry LE 4 cyl automatic

Is he spanish? Have it checked and quoted by another mechanic before you proceed. I know cars, and I have never herd of platos except in spanish class. Platos translates to dishes or plates. So maybe it's the rotor. I still say you should have it looked at by someone else before you give this guy the go ahead.

I would guess the brake rotor needs replacing. It looks more like a plate than anything else in the area.

I believe he means that you need to switch philosophers.
