The short and most correct answer is no, it is not safe.

That being said, a worn ball joint will cause the front tires to wear-out very quickly and may cause the steering to be a bit "squirrely" which of course is dangerous in and of itself, but usually the vehicle can be driven safely, if care is taken, and will last for quite a long time.

You would know if the ball joint is actually broken, because you are not going to be able to drive the vehicle at all.

The lower A-frame would fall out of the car if a lower ball joint was broken. Ball joints are cheap why not have them replaced to keep the car out of the fence?

BE SAFE AND FIX THAT ONE....SMARTEST TO HAVE ALL BALL JOINTS REPLACED ALONG WITH TIE ROD ENDS STABILIZER BUSHINGS CONTROL ARM BUSHINGS....LITERALLY REPLACE EVERY PART IN THE FRONT END THAT IS EVEN QUESTIONABLE. and new struts..

Safe to drive where off a cliff? It holds the front wheel together? You really want to attempt to drive a car like that?

If it is loose, and not close to breaking, it is safe, but you can cause excess wear to the tires. If it is broken, it is probably not drivable without doing damage to the sheet metal.
