As the person in control of the car the driver is ultimately responsible to check the gas level before leaving on a trip, and correcting if necessary. However, the person who drove the car last has the responsibility to make sure the car is not left empty or as previously agreed.

I would say, technically, the person who is about to drive is responsible. If there were arrangements made previously for the person who drove last to pay for gas, then of course they should. Plus, it's just nice from an ethical standpoint for the person who drove last to fill it. But the person who is going to drive next will HAVE to fill it if the other driver refuses, this is where I get my initial answer.

Depends on the contract, written or verbal, between all parties using the vehicle for their own use.

From a practical standpoint, if you start with a full tank, and return it empty, why would the next person to use it be expected to fill the tank?

When I was a teenager, my family had 5 drivers who shared several cars. The gas thing became a problem, so my Dad finally made the rule that you couldn't bring one home with less than a quarter tank (fill it first). That pretty much solved the problem.

It depends on who's car it is, if it is yours, and someone borrows it, then they should put as much back into it as they used. If you share a car with someone on a normal basis, then the person who drove it last, needs to fill it up, unless the last person didn't, then just add how much they just used.

This will be a mute point when the car runs out of gas! The last person won't be doing the walking now will they?!

That depends what the agreement is. I would get it filled to Half Full then say it is to be left Half Full when you finish driving it.

If the tank was full when the last driver started out, he should fill the tank.

If this is a family question, then there needs to be a family answer. My vote is for the last user, so the car is always near full, if there should be an emergency.

The fairest way to do it if you are splitting the cost of fuel is to have whoever is driving it fill up when they are done, that way they pay for the gas that is used.

Let's hear the circumstances first. This sounds like a family spat.

Bring it back full every time you use it. If its done like this everyone only pays for the gas they use.

Depends on the gender of the last driver.

I would say the person about to drive if they aren't stupid and don't want to get stranded.

rental car? the person who drove it last. the rental company will charge you a ridiculous amount per gallon to refill it if you dont.
