Your blood has plenty of iron. You only should observe the safety precaution and adhere to them.

People with Ti rods in their legs might be more risk of simply falling or stumbling which could put them at risk, but no more than someone with say arthritis.





If you're close enough to get zapped in a substation (with high voltage) I doubt the change in conductivity will make much difference.

You are actually in less danger of electrocution. Titanium is a poor conductor of electricity, even less so than the human body. In fact, if your titanium limb were to conduct electricity, it would be unlikely that it would be transferred into your body due to the insulating effect titanium has when harnessing electricity.
