Sounds like you have a relay problem, not a starter problem. Ford usually a ping pong ball size electrical block on the fender well, Chevy is usually a smaller, cylinder just next to and parallel to the starter. Imports ----- might be the kitchen floor is too cold.

if the starter works like that but not under normal conditions through the ignition switch, the starter is not at fault. if you drive an automatic, try both park and neutral. this is to rule out the neutral safety switch. if one works and the other does not, that switch has failed. if it does not, then the search is on. it can be a broken wire, a failed switch or other issues.

ok well when I turn the key the car does nothing not a noise or anything. the fuel pump relay works I checked it by opening the gas cap and listing for a sound. so what else can I do or check to get it running,

I replaced the solenoid but not the starter

It is not enough to turn, it has to engage the flywheel. The solenoid does that.
