There is no hard and fast rule connecting power rating and design voltage. The primary side of a 5500 kW distribution transformer in India will likely be at least 11kV and that of a 500kW unit 6.6 kV.
Voltage = Watts/Amperes
Voltage = Watts/Amperes
Volts*Amps = Watts (well, not exactly, the correct answer is VoltAmps, only part of it is Watts and the fraction is called power factor)
