I would say shocks/struts is where I would start, because for the front end to scrape means the brakes are doing what they should be.

I would tend to go with the struts and shocks. You may need rotorsand pads, but that would not cause your front end to hit the pavement. Try taking it to a toyota dealer. See what they say.

Sounds like your front suspension and failed springs as well as shocks. Have you tried to lower this? Even under braking you should have 4 inches of clearance.
