Every manufacturer has a different recommended interval on the timing belts but generally speaking you should not let the belt stay on there longer than 100k miles at a time, do the full change with the thermostat, water pump, tensioners, pulley etc.

That being said, the 1mz-fe engine in your avalon (99-2004) is a non- interferance engine. If your timing belt brakes there is little to no chance of doing serious damage to your car - you will have a good scare though coasting to a stop. If you do however own a 2005 or newer the broken belt will likely mean a new car for you.

The labor time on the belt is around 4-6 hours depending on the mechanic with ~$200 in parts.

rubber timing belts should be replaced at around 60'000 mi. if its steel it shouldn't need replacing. the cost either way would probably be around 1000$. ask around at different shops foe estimates.
