Do you keep test records on your TV?
Usually the company or person doing the test will keep a record. In some cases where the purchaser requires a test they will also retain a record.
If a company is required to test their own or new equipment, they will nominate a responsible person. That person must keep the records.
If an individual tests their own equipment, obviously they are the responsible person, and thus need to keep the records.
The question is vague. At a big company it would be the metrology dept.
