Add fluid and try again if it still doesnt move then it is likely time for an overhaul but let a shop make that call don't walk in and tell them you need one.
The transmission probably needs an overhaul. Funny you would check the level and not put some fluid in. Why bother?
I always like it when the person asking has at least tried to do something to fix the problem and lists what was done, it often helps. Maybe you should try something other then just asking a question.
