Is there any device for it?

It is called piezoelectric. Used for about 70 years for phonograph pickup cartrages. In theory scaled up versions can act as shock absorbers on vehicles producing about 1000 volt pulses at every little bump in the road. The pulses could charge the about 300 volt battery in an electric car, but would likely only be about 1% of the charging needed. Better; the process is reversible (some types of microphone), so applying computer generated pluses to the piezoelectric shock absorbers, at the appropriate instant would reduce noise and vibration felt by the passengers.
