Why does GM think it's okay to merely change the key instead of replacing the faulty parts in the ignition switch?

because they can!!!!

Simple. They have come up with a cheap and effective remedy to the problem which saves a huge amount of cost and repair time.

It works, even if it isn't as pretty as a brand new key and ignition switch assembly. If your friend doesn't like the appearance then she can choose to pay many hundreds of dollars (or more) replacing a safe and functional part with one which looks a bit better. She then may have to change all of the remaining lock barrels on the car to match the new ignition key.

umm gm is spending tons on that recall. they are even buying the used ignitions to get them out of circulation in their current state. weve been selling ours at $75 each as cores

That's an interim measure until they get enough parts.
