Pretty darn scary that you've got the rod caps off and don't know you need a torque wrench! Makes me wonder what you're doing and why! In your case it probably won't matter because if you had the connecting rod caps off the bearings are probably bad already or you wouldn't have looked!
You need new rod bolts and nuts before tightening with a 1/2" torque wrench. ARP may have new bolts and nuts.
You are thinking of a torque wrench. You would have to check the specs on that car to see if one is necessary for those particular bolts or nuts.
