The tail light is maybe a quarter hour (depending on car)
Oil changes are usually a flat rate but if you supplied the oil and filter, I would expect another 1/4 hour.
That being said if you supplied all parts, and paid labor only, that's 2 1/2 hours. At 60-80 an hour, you should be charged 150-200. 220 would be the extreme end if they have a high labor rate or you have a complicated repair for the tail light.
By the way, a disc IS a rotor. You mean pads and rotors, I assume.

Charged me $220 for:
Oil change
Front + rear brakes. Discs and rotors.
Replacing broken tail assembly.
