If you had said the steering wheel shakes and the brake pedal pulsates, I would suggest a warped or thickness variation problem with the front brakes.

But, you specifically stated the front of the car wobbles when you apply the brakes. This is probably a seriously worn front suspension component. Anything from a sloppy bushing to a tie-rod end ready to fall apart. You should consider this to be dangerous as what is wrong is not known. Get it checked and fixed right away.

It's suspension, not the rotors. Warped rotors would be felt with a pulsing in the brake pedal, not a wobble in the steering wheel. A wobble in the steering wheel when braking means the tie rods are worn and loose.

If the front wobbles your suspension and/or steering is worn out. If it shudders and/or the brake pedal pulsates then your rotors are warped and need either turning or replacement. Take it to a dealer and let them check it out.

When you apply the brakes and the steering wheel shakes it's time for a brake job. The rotors are warped. Don't buy cheap brake pads. They are too hard and besides making noise they also lead to the new rotors warping. The calipers need to be inspected and the slide pins need to be wire brushed and greased.

Could also even mean that you're breaks aren't in synch but you said that the front wobbles so it could be that your wheel disks need machining to even the surface.

Don't use your brakes. The problem will go away soon.
