Yeah you got it right sand them prime them & finish them. Give each stage 24 hours to dry, rush it and you will **** it up.

I'd recommend professional removal of the chrome followed by professional powder-coating of the wheels in your choice of white. It's hard to do a decent job like this at home because of the nasty chemicals, equipment and time needed. Another option would be buy already-white wheels and sell or store the chrome rims.
Only if you want it to last. You can buy etching primer which will negate the need for much sanding. It is used mostly on galvanized sheet metal but would work fine on your wheels.
I'm hoping to paint my chrome rims pearl white just like my truck , will i need to sand then prime the rims ?
