Why would you think it's impossible? V = IR, solve for R.
This is more in the realm of Ohm's Law. It is NOT impossible to get 5 mA from a 35 Volt supply. A load resistor of 35 x 1000 ÷ 5 = 7000 ohms will draw a current of 5 mA.(unless of course the power supply is incapable of supplying this meager current )
It's not imposssible. 35 volts/5 mA=7k ohms.
