It looks like, and is vaguely described as, a generator with motor and bank of capacitors. This is probably arranged to charge itself, according to the name. Something has to kick it off. Either a period of spinning by external energy source, or charge the capacitor from external energy source.

At that point it will run for some time according to what energy is drawn out of it, what energy is wasted, and how much energy has been stored.

The rest of it is an aggressive style of talk about the difference between capacitors and batteries (huh?) reminiscent of someone selling a wondrous vacuum cleaner, frypan or food blender, or just defending the territory.

It is impossible to get energy out of this more than or closely approaching whatever has been stored in it.

If motor is 95% efficient, generator is 95% efficient and capacitors are 95% efficient, the overall efficiency is:

0.95 * 0.95 * 0.95 = 85.7% efficient.

That means it can only deliver 85.7% of what is put in. In practice the efficiency would vary greatly with the load (what is being drawn out of it).

It is very unlikely that this very high efficiency I have suggested has been achieved or even can be achieved, looking at the machine. It is well made and designed to impress, and assuming it functions as designed, it represents what used to be called a rotary converter (motor generator). It is not a bad achievement to make one in your garage, but the point is a bit lost. A bit like making a bicycle in the shed, from sheet steel.

In the past these were used to convert one kind of power to another, for example battery voltage to a higher voltage, or an AC voltage, or a 1 phase AC to 3 phase AC or a different frequency, and so on. This one has a storage element too, which makes it more like a no-break generator. In other words it can carry over from a power failure long enough to get an alternative power source running. Nowadays electronic converters can do these things with greater efficiency, are smaller and lighter and cost less.

Batteries store much more energy than super-capacitors unless the voltage in the super-capacitor is very high, a problem in itself. The capacitors may seem more efficient than batteries, though Lithium-ion rechargeable batteries are better than others. It is not practical (i.e. not easy) to recover all the energy stored in a capacitor by running a motor from it, so there is an "equivalent efficiency". An electronic controller that makes this better could be used to provide the whole function.

If you are referring to an Auto Start Backup Power Alternator, yes they are good if you need to have the power restored immediately, as in a hospital surgery or a fire department or police communications room. If not, then, it is a waste of money and will never pay back for itself unless you live in Arkansas where the Power quits every week. If you live in Arkansas It's a toss up.
