How do you open car door that both inside child lock on and outside handle broken?

You have to take the inner door panel off to be able to manipulate the latch from the inside.

Most child locks I've seen are along the lower curve of the inner door. A small flip lever looking like a stunted home light switch. IMHO, locate the one on the door that still opens. Mark the location on the locked door. Use cloth to protect paint and shove a wedge into door/fender edge. In order to pull the door outward for "maybe" more work clearance. Use a stiff slim piece of bar stock and work it between the marks of the switch location. Find the switch and flip it up or down to deactivate. Pull your bar and wedge out. Door should now open unlocked.

You go get a qualified mechanic to repair these broken door handles.

Get in the car through another door and turn off the child lock?
